A New Tool to Encourage Investment in Charles County

Strategic private investment has the power to transform underutilized properties into thriving businesses, create quality jobs, expand the local tax base, and strengthen communities. Opportunity Zones 2.0 offers another tool to help attract and encourage that investment in Charles County. 

The federal Opportunity Zones 2.0 program is a renewed effort to encourage long-term private investment in communities with strong growth potential. By offering tax incentives to investors, the program attracts capital that helps communities grow through development, housing, and job creation while advancing economic development efforts in Charles County. 

What Are Opportunity Zones?

Opportunity Zones are federally designated areas where investors can receive tax benefits by reinvesting capital gains into qualified projects and businesses. Eligible investments can include commercial, industrial, mixed-use, housing, and business development projects that can encourage redevelopment, create jobs, and strengthen local communities.  Within Charles County, Opportunity Zone designations can help make eligible sites and projects more attractive to investors and encourage new private investment.

The original Opportunity Zone program was established in 2017. An updated program named “Opportunity Zones 2.0” was approved by Congress in 2025 and builds on that foundation by making the program permanent. This iteration introduces a recurring 10-year designation cycle and updates eligibility requirements to target communities with the greatest economic development potential. The new program also includes enhanced incentives for qualifying rural areas, which may provide additional opportunities within Charles County.

Charles County's Opportunity

Opportunity Zones 2.0 provides Charles County with an additional tool to support existing economic development priorities and attract private investment to areas positioned for growth and reinvestment. The Economic Development Department and Department of Planning and Growth Management are leading the County’s recommendation process, with five census tracts approved by the Board of County Commissioners for submission to the State of Maryland. The five recommended census tracts were identified for their potential to leverage private investment alongside existing public investments and ongoing economic development initiatives. 

The five recommended census tracts reflect a range of investment opportunities across Charles County:

  • Waldorf (3 Census Tracts) offers opportunities for redevelopment, reinvestment in commercial corridors, modernization of aging retail centers, mixed-use development, and continued business growth.
  • Indian Head / Nanjemoy (1 Census Tract) supports opportunities connected to Naval Support Facility Indian Head and the region’s defense industry, as well as investment that supports broader revitalization and economic growth.
  • Newburg / Morgantown (1 Census Tract) presents opportunities related to industrial development, energy infrastructure, tourism, waterfront properties, and maritime-related industries. 

Together, these areas represent a broad cross-section of Charles County's economy, from established commercial centers and redevelopment opportunities to defense-related industries and waterfront assets.

What Happens Next?

The State of Maryland will review recommendations submitted by counties across the state before forwarding the final designations. The Governor is expected to announce Maryland's Opportunity Zones 2.0 designations later this year, with the new program taking effect on January 1, 2027. Existing Opportunity Zones will remain active through December 31, 2028, ensuring continuity as the transition to the new program takes place. 

Looking Ahead

Opportunity Zones are not a grant program or a guarantee of development. Instead, they are a financing tool that can help communities compete for private investment by providing tax incentives for investors making long-term commitments in designated areas.

For Charles County, Opportunity Zones 2.0 can complement ongoing efforts to advance redevelopment, support existing businesses, encourage entrepreneurship, and attract investment that creates jobs and strengthens the local economy. Whether the focus is revitalizing commercial corridors in Waldorf, supporting the defense ecosystem in Indian Head, or encouraging investment in Southern Charles County's industrial and waterfront assets, the program could help advance projects that align with the County’s long-term economic development goals.

As the designation process moves forward, Charles County Economic Development will continue to partner with state agencies, local stakeholders, developers, site selectors, and the business community to position Charles County for investment and promote opportunities within designated areas.
