As the Deputy Director for the Charles County Economic Development Department, Michelle (DeSoto) Frye is responsible for managing the department’s operations, marketing programs and special projects, and supporting commercial and business development in the County.
Michelle is the primary local source of detailed economic and statistical data concerning the Charles County economy. Her expertise extends to commercial real estate markets, workforce, and economic profiles, providing insightful comparisons with other areas in our region and the State.
As a results-oriented and strategic leader, Michelle brings over 12 years of extensive experience within the Southern Maryland region, which contributes to her role as the Deputy Director. Her experience includes planning, organizing, and implementing economic development functions from conception to completion–including working with new and expanding businesses and cultivating relationships between counties, local business communities, and economic development agencies at the state, regional, and federal levels.

Michelle earned her Associate of Science degree in Business Administration and Management from the College of Southern Maryland and a Bachelor of Science in Business Management from the Robert H. School of Business, University of Maryland, College Park. She has also obtained a Master’s Certificate in Executive Leadership Development from the NACo High-Performance Leadership Academy and is a 2023 graduate of Leadership Southern Maryland.
Michelle is a lifelong resident of Southern Maryland and a current resident of La Plata, where she resides with her husband, Cory. An avid sports fan, she enjoys traveling, watching movies, and spending time with her friends, family, and dog, Tyson. She considers herself a foodie and loves visiting all the local Charles County restaurants.
Charles County holds a special place in Michelle’s heart because it's not just a place; it's home. Growing up in Port Tobacco and having her family's marina in Benedict, she has deep roots here.
