Local, Woman-Owned Businesses Spotlight: Connecting Healthcare, Technology, and Entrepreneurship

During Women’s History Month, the Charles County Economic Development Department is proud to celebrate the women entrepreneurs helping shape the County’s business community. One of those leaders is Dr. Rita Abella, CEO and founder of Complete Medical Billing Solutions and Complete RPM Solutions. Through her work in healthcare administration and patient monitoring technology, Dr. Abella supports providers across the country while expanding new opportunities locally in Charles County.

Dr. Abella founded Complete Medical Billing Solutions in 2005 to provide outsourced billing and revenue cycle management services to healthcare providers, hospitals, and accountable care organizations. The company manages the administrative process that begins after a patient leaves a medical practice. Dr. Abella explains, “We submit the claims, follow up with the insurance companies, and make sure the provider is paid for the care they deliver.”

Originally launched in Washington, D.C., Complete Medical Billing Solutions later established stronger roots in Charles County after Dr. Abella relocated to the area in 2016. Her connection to the local business community deepened during the COVID-19 pandemic, when her company supported testing efforts and data reporting in the county. “That’s when I really started making Charles County the home base of my business,” she noted.

Dr. Abella saw an opportunity to expand beyond traditional billing services as healthcare systems evolved over time. In January 2025, she launched Complete RPM Solutions, a company focused on remote patient monitoring.

Complete RPM Solutions uses connected medical devices that transmit patients’ vital signs to a clinical team that reviews the data in real time. “We designed the program to keep patients safe at home in between doctor’s visits,” Dr. Abella explained. “If we can catch changes early, we can intervene before it becomes a crisis.”

Together, Dr. Abella’s two companies complement each other. Complete Medical Billing Solutions helps providers manage their revenue cycle, while Complete RPM Solutions offers preventative services that can improve patient outcomes while creating additional revenue opportunities for healthcare practices. 

As the businesses have grown, Dr. Abella has also become more engaged in Charles County’s business community, as she credits those connections with playing an important role in her local growth.

Through the Charles County Chamber of Commerce and networking programs such as Women Who Lead, she has built connections that have translated into new partnerships. “One introduction can open a door you didn’t even know was there,” she said. In one recent example, a connection made through a Chamber newsletter quickly turned into a new client; after requesting an introduction, she secured a meeting and signed the provider within days.

Dr. Abella also credits the Business Growth Advantage Program (BGAP) and BGAP 360 with helping her strengthen the strategic side of her business. The programs provided guidance on financial planning, pricing services, and identifying new growth opportunities. “The first BGAP program really taught me the back end of my business,” she said. “It helped me understand my numbers—cash flow, pricing, and how to forecast revenue.” BGAP 360 encouraged her to think more broadly about long-term sustainability, an insight that helped inspire the creation of Complete RPM Solutions. 

As her companies continue to grow, Dr. Abella is also focused on creating opportunities for others in the community. She is engaging with local education partners to introduce students to careers in medical billing and remote patient monitoring. She is also exploring partnerships with workforce development programs to help connect residents with stable employment opportunities in the healthcare industry.

Reflecting on her experience as a business owner, Dr. Abella encourages entrepreneurs to take advantage of the resources and relationships available in Charles County. “They are very business-friendly here,” she said. “From the programs to the people involved, there are open doors if you’re willing to reach out and make those connections.”
