Paul W. Ruppert is a certified Economic Development (CEcD) professional and serves as the Senior Commercial Development Manager at the Charles County Economic Development Department (EDD). He works primarily on attracting businesses and implementing projects in the newly-formed Western Charles County Technology Corridor. He also serves as a liaison and expeditor between various federal, state, and local government departments and agencies and private businesses, industry, and commercial development representatives—fostering economic growth for the entire community. 

Mr. Ruppert brings over 30 years of experience in nonprofit and for-profit leadership. As President and CEO of Baltimore Public Markets Corporation, he spearheaded the modernization of the nation’s oldest public market system, securing over $16.5M in funding and overseeing the revitalization of Lexington and Hollins Markets. Previously, he founded and led Warehouse Industries, developing award-winning restaurants, bars, and arts spaces that contributed to Washington D.C.’s cultural and economic landscape. His expertise includes business incubation, public-private partnerships, and historic preservation, with a track record of leading transformative projects from vision to execution. 

Ruppert holds a master’s degree in Irish Studies from Catholic University of America and a bachelor’s degree in History from the University of Pennsylvania. In 2023, he was recognized as Market Manager of the Year by the National Association of Produce Market Managers. 

In his spare time, Paul volunteers with Main Street organizations in Washington D.C., helping entrepreneurs achieve their dream of opening their own business. He loves to read history books, do carpentry, and waterski with his four children on the Chesapeake Bay.
